Elmer served 20 years in the US Coast Guard in the Marine Safety field. Following his Coast Guard career Elmer responded to the BP DWH oil spill as a Planner in Houma, Operation Section Chief in Hopedale, Technical Advisor for the IMT in New Orleans and completed his tour as the Response Lead for BP Florida Branch.
