CCA Staff and Support Services Contractors

PAUL SCHULER, President & General Manager
Paul joined the CCA in 1991 after a 14-year US Navy career where he held assignments in aviation, intelligence, operations, international liaison, and education. He implemented a logistics-based design concept for the CCA centered on air mobile equipment and expanded the CCA's Area of Interest to include the Caribbean and all Latin America. In addition to managing the day-to-day business operations of the cooperative, Paul is actively engaged in promoting response preparedness and planning with regional governments, Non-governmental organizations, and the international oil industry. He has served as Chairman of the Association of Petroleum Industry Cooperative Managers (APICOM) and is a member of the International Petroleum Industry Environmental Conservation Association's (IPIECA) Oil Spill Working Group. A native of Babylon, New York, Paul holds a B.A. in Business and Government and M.A.s in International Relations and National Security Affairs. He is a director of Junior Achievement of South Florida and a member of Rotary International.

HENRY "SKIP" PRZELOMSKI, Operations & Technical Manager
A graduate of the U.S. Coast Guard Academy, Skip joined the CCA in 1991 following a 20-year career in the marine safety and environmental protection fields with the US Coast Guard. Skip was responsible for developing specifications, procurement and maintenance of a $7.5 million capital equipment expansion program, which today represents the backbone of the CCA's response capability. As Technical Manager, Skip is an active Member of the American Society for Testing and Materials (ASTM) Hazardous Substances and Oil Spill Response Committee (F-20) and serves on several government-industry study groups on oil spill related issues. A native of Washington, D.C., he holds a B.S. in Engineering and an M.E.A. in Engineering Administration.

MIKE GASS, Training & Planning Manager
Before joining the staff in 1995, Mike served 24 years in the U.S. Navy as a pilot aboard aircraft carriers and as commander of a naval flight training squadron. Mike is responsible for the CCA's training, readiness, and safety programs and is the resident expert on aviation issues. He was the project manager for the CCA's International Mobilization Preparedness and Response Exercises (MOBEX) in Bahamas (’95), St. Kitts (‘98), Dominican Republic (‘01), Martinique (’05) and Panama (’07). Mike's high level of IT skills have enabled him to design and manage a number of response related multi-media databases and electronic products for the CCA. A native of Milwaukee, Wisconsin, Mike holds a B.S. in Psychology and an M.A. in International Relations.

ERIK D. DEMICCO, Technical Advisor & Marine Biologist
Erik joined CCA in June 2007 after five years as Director of Operations at a Florida aquaculture company raising shrimp and tilapia for commercial consumption. From 1998 to 2002, Erik was an instructor and course developer at Miami-Dade College, Miami, Florida, during which time he instructed fire and emergency service personnel basic and advanced hazardous materials chemistry, hazard communication standard (HCS), and hazardous materials risk analysis. At CCA, Erik is responsible to provide assistance to oil spill response during mobilizations, new program development and training, and information technology advancement. A native of Franklin Lakes, New Jersey, he holds a B.S. in Biology from Ramapo College of New Jersey, and a dual M.S. degree from Nova Southeastern University in Marine Biology and Coastal Zone Management. Currently Erik is attending Nova Southeastern University working towards his doctorate in Marine Biology to be completed in 2010.

LINDA D. WHITMAN, Technical Advisor
Linda joined CCA in March 2009 after 3 years as Environmental Manager for Island Global Yachting and 8 years running her own corporation focused on environmental and land development consulting.  Linda’s broad experience includes the development of marine related environmental standards; field collection of soils, water and sediment; government relations in the US and Caribbean; business development; contract negotiations; and marine field research projects.  In addition to oil spill response and training, Linda’s responsibilities for CCA include co-op membership and business operations.  A native of Jacksonville, Florida, Linda holds a Bachelor of Landscape Architecture from the University of Florida, a degree which combines architecture, engineering, and life sciences.

PAM SAIDON, Administrative Assistant
Pam was Branch Manager for a federal savings bank and an Office Manager for an aviation maintenance company prior to joining the CCA in 1991. She manages the day-to-day administration of the CCA office and is responsible for all financial, budgeting, accounting and personnel functions. She also assists the President and other staff with special projects and holds the position of Assistant Corporate Secretary. During a mobilization, Pam generates all required financial, legal, and shipping documents. Pam is a Florida native from Orlando. Her imprint touches on nearly every aspect of the CCA's activities and she is responsible for much of the excellent reputation the CCA has with its business associates and member companies.

NELLY BILEWICZ, Secretary/Translator
Nelly is a native of Colombia who received a French diploma from her schooling in Colombia and Ecuador . She studied English at the British Institute in Quito and prior to joining the CCA in 1997, was the Administrative Assistant for Toledo Scales' Caribbean and Latin America export office in Miami. She has helped create a stronger connection with the CCA's Latin American members and associates by translating training course, public, and corporate materials into Spanish. Nelly holds a B.A. in Computer Programming.

T.J. QUINN, Response Technician
T.J. joined the CCA staff after working 14 years as a response technician for Cape Canaveral Marine Services, Inc. and Cliff Berry, Inc. as a subcontractor for CCA.  He retired as a Lieutenant/Paramedic from the City of Fort Lauderdale Fire Department after 28 years of service.  His primary responsibiities are to coordinate day-to-day maintenance of the oil spill response equipment and its complete readiness for deployment.  T.J. is a native of Fort Lauderdale, Florida.

TIM HABIG, Response Technician
Tim joined the CCA staff after working 14 years as a response technician for Cape Canaveral Marine Services, Inc. and Cliff Berry, Inc. as a subcontractor for CCA.  He is a Lieutenant/Paramedic from the City of Fort Lauderdale Fire Department with 20 years of service.  Tim is Aircraft Rescue Fire Fighting and U.S. Department of Transportation Technical Rescue certified.  His primary responsibiities are to coordinate day-to-day maintenance of the oil spill response equipment and its complete readiness for deployment.  Tim is a native of Fort Lauderdale, Florida.
 

JULIOLE DELPE-GOLABKAN, Bookkeeper
Before joining CCA, Juliole worked for Bureau Veritas, one of the world’s leaders in Conformity Assessment and Certification services. Juliole started out her career with Bureau Veritas North America (Miami, FL) in 1998 as a staff accountant, then transferred to work in London and Paris as a Project Accountant in a team of 35 people. The main role was to implement Bureau Veritas’s global accounting software and provide technical support to its finance staff in more than 140 countries; from her various assignments, she gained valuable corporate experience and international exposure. At CCA, Juliole is a Part-time Full Charge Bookkeeper, responsible for the day-to-day bookkeeping, preparation of financial statements and other specific reports. A native of Haiti, she holds a Bachelor degree in Accounting.
